Why Focus on Energy Targets?
Ukraine significantly expanded air operations against Russia’s oil industry this year. Long-range drones struck refineries up to 3,000 kilometers from the border. The strategic goal is to disrupt Russia’s energy sector, which funds its war effort. According to industry sources, a September 20 attack halted crude processing at a Moscow refinery. That facility processed roughly 230,000 barrels daily in 2024. Ukraine also launched its deepest aerial incursion yet, targeting two gas condensate facilities in the Arctic region.
What Does an Energy Pause Mean?
A bilateral armistice would require both sides to stop attacking all energy-related targets. Major uncertainty remains regarding preconditions for implementation. The Kremlin previously welcomed the US proposal but demanded extensions to maritime exports and sanctions regimes. Zelensky stated on Wednesday that the US and Ukraine want the war to end before winter. However, he insisted that easing sanctions while Ukrainians live under constant threat of missile and drone attacks is premature.
This week, the American president expressed concern over damage to Russian fuel processing capacity. He views this deterioration as a key driver behind rising diesel prices. These high costs „hurt the whole world,”he argued. Trump blamed the conflict for record-high diesel prices in the United States. This issue has become increasingly acute as the country approaches November midterm elections. During a forty-minute meeting Tuesday, Trump and Zelensky discussed ending the full-scale invasion entering its fifth year.
Trump’s Direct Motivation
Zelensky clarified at the UN headquarters that Kyiv would cease bombing Russian energy facilities only if Moscow reciprocates. „If they don’t want us to hit their diesel depots and refineries, we are ready,”he said. This condition applies provided they do not attack Ukraine’s power grid, heating networks, or water supply. On Wednesday, Russia sent jet-powered drones to two gas stations in Kyiv. One person died and at least seven were injured. Ukrnafta confirmed the strike on one of its capital fuel stations, marking the sixth such facility hit recently.
